China's Ministry of Commerce has issued Shang Ban Mao Han [2026] No. 404 — the notice on the 2027 automobile and motorcycle export-license application. Together with the January 2026 closure of the zero-mileage-used-vehicle channel, this notice is the second stage of a campaign to close grey new-vehicle export routes. For overseas dealers and traders, the practical implications are significant.
Background: three export routes. New-vehicle exports have moved through (1) direct OEM shipment, (2) converted/modified-vehicle export, and (3) used-vehicle export. The second route has long been used as a loophole: a simple cosmetic conversion (a guard rail, roof light bar, basic cargo box) let an ordinary passenger car be declared as a utility or special-purpose vehicle, bypassing passenger-car export controls. From 1 January 2026, registering near-new vehicles and shipping them as "used" was substantively closed, and this notice now tightens the converted-vehicle license threshold for 2027.
What changes for 2027:
- Filing is fully online and opened on 30 September 2026. Local commerce authorities must complete preliminary review and submit to MOFCOM by 28 October 2026. Miss the deadline and the enterprise cannot obtain a 2027 license at all — it is an annual filing, not a permanent qualification.
- Overseas after-sales network evidence becomes a real filter. A Category I manufacturer must show at least 50 overseas outlets, each with a cooperation agreement or self-build statement, local qualification, and repair-capability proof (site photos, equipment inventory, technician records, spare-parts logistics). A "paper" agency contract alone no longer suffices.
- The decisive rule for converted vehicles: a conversion enterprise must select "converted-vehicle manufacturer" and, where simple-conversion categories are used to apply for passenger-vehicle export qualification, must submit a Confirmation Letter on Shared After-Sales Maintenance Service stamped by the original chassis/OEM. One announcement and one CCC per model are now required — the "borrowed announcement" trick no longer works.
- An Overseas Compliant Operations Commitment Letter brings price compliance (no under-declaration, no predatory pricing) into the annual filing. False materials can now lead to direct revocation of export eligibility and placement on a negative list.
Outlook for 2027. Direct OEM shipment remains the most stable, compliant route. Genuine conversion enterprises with real production lines, full announcements/CCC and an OEM-stamped after-sales letter can still file. The cosmetic / sham-conversion model — minimal add-on work without OEM backing — is effectively closed. Traders reliant on that channel should restructure early: verify partners' announcements and OEM letters, never fabricate outlet materials, and plan alternative routes (direct OEM shipment or genuine conversion).
This notice is not a routine annual filing. It is the policy implementation that eliminates the cosmetic-conversion practice used to circumvent passenger-vehicle export controls. Exporters should align quotation and compliance now.
